If the US was to pay the money it owes the UN things might be a bit different. What is the US scared of? Meanwhile the UN is ineffectual.

The US owing the UN has nothing to do with it being ineffectual. Every country owes the UN who is part of it. If the UN would even do what it's supposed to maybe they would get their money??
